What is a french representative?

When a foreign company temporarily employs workers in France, it is required to complete certain formalities in advance. One of these obligations is the appointment of a representative on French territory. This representative acts as the point of contact for the French authorities and is responsible for storing and, if necessary, presenting documents related to the seconded employees and the company's activities.

Most important tasks

  1. Retention and Provision of Documents
The representative must retain specific documents related to the seconded employees and provide them to the authorities upon request. These include:
    1. Employment contracts of the seconded employees
    2. Payslips or other proof of salary payments
    3. Proof of payment of social security contributions
  2. Availability Throughout the Secondment Period
    1. The representative must be reachable by email and phone.
    2. They may be an employee of the seconded company, a client in France, or an external professional such as a legal advisor or payroll service provider.

Exceptions

For short-term assignments and one-time events involving artists, athletes, students, and teachers, an exemption applies to the obligation to appoint a representative, as well as to the requirement for a prior secondment declaration.
